Those 100 years civil aviation transportation has made tremendous
progress being supported by advancing technology and growing demand,
and it will be further accelerated in coming future at the same time
accompanied with enhanced safety.
As aircraft accident, once happened causes loss of life of persons
not only on board but also on ground, and loss of property,
stringent rules and regulations have to be adhered in design of
aircrafts, operational procedures, pilot licensing, and maintenance.
If every country design and fly aircrafts independently safety
cannotbe attained in international aviation. Therefore the rules
and regulations are world wide consolidated by the function of
United Nations based on which each country establishes it's own rules
and regulations. The origin of this basic rule already existed
in 1910, and since then continuously has being developed as detail
practices taking emerging new technologies and many lessons learnt
from accidentsinto it.
An aircraft is said to comprise of a million of components all of
which modern technology of various field such as electronics,
structures, materials, and propulsions are applied to under stringent
design requirement. As for operational rule there are many protocols
and high technology equipments required to efficiently and safely
utilize resources such as airfield and air route.
Aircraft maintenance has to assure airworthiness to the same level
as it was newly manufactured in complying with requirement for
inspections, repair, and modification. Pilot certifications requires
its holders to maintain proficiency and understanding of each element
of aviation.
As explained operation of an aircraft depends on harmonization of
duties of various experts, and likes a huge mountain comprised of
various kind of tree. The entire system is so worked out that shape
of the mountain is duly maintained if each expert plays itfs role
according to the rule, however it is highly desirable to have few
experts who can take care of both trees and mountain for total
balancing. There are not so many special experts who have knowledge and
experience for technology of various fields, and for various
protocols of aviation.
